The Complete Checklist
These are the standard documents required for a Section 13 (self-defence) firearm licence application. Additional requirements for Section 15 and 16 are listed below.

- 3. Two Character References / Testimonials - From non-family members who have known you 2+ years
- 4. Competency Certificate - Must be for the correct category (handgun, rifle, shotgun)
- 5. Training Certificate - From your accredited training provider
- 6. Certified Copy of Your ID - Not older than 3 months
- 7. Proof of Residence - Not older than 3 months
- 8. Two Passport-Size Photographs - Colour, neutral background
- 9. SAPS 523 - Dealer declaration form from your firearm dealer
- 10. SAPS 541 - Safe storage declaration
- 11. Safe Invoice or Receipt - Proof of firearm safe purchase

Section 13 - Self-Defence
The standard checklist above is all you need. Focus on making your motivation letter as strong as possible - this is where Section 13 applications succeed or fail.
Section 15 - Occasional Sport Shooting / Hunting
In addition to the standard documents:
- Hunting association membership certificate (e.g., SA Hunters and Game Conservation Association)
- Range membership certificate (for sport shooting)
- Proof of hunting activities - invitations to hunt, hunting trip receipts, or a letter from a farm owner inviting you to hunt
- Competition entries or results (for sport shooting) - showing you're actively participating
Section 16 - Dedicated Status
In addition to the standard and Section 15 documents:
- Dedicated hunter or dedicated sport shooter certificate - issued by a SAPS-recognised hunting or sport shooting association
- Activity reports - detailed records showing regular participation in hunting or sport shooting
- Justification for additional firearms - each firearm must serve a distinct purpose that your existing firearms don't cover
Common Mistakes That Cause Rejection
- Expired documents - Certified ID copies and proof of residence older than 3 months will be rejected. Time your certifications close to your submission date.
- Uncertified copies - Your ID copy must be certified by a Commissioner of Oaths with a stamp and signature. A regular photocopy won't be accepted.
- Missing signatures - Every form needs to be signed. Every reference letter needs to be signed. The SAPS 541 needs to be commissioned. Check every signature line.
- Wrong form version - SAPS occasionally updates their forms. Get the latest version from your DFO to be safe, rather than downloading an old version online.
- Incomplete forms - Don't leave any fields blank. Write "N/A" for sections that don't apply. An empty field looks like you forgot to fill it in.
- Family members as referees - Your character references cannot be from family members. Choose colleagues, neighbours, or community contacts.
- No SAPS 523 - If you haven't bought the firearm yet and don't have the dealer declaration, you can't submit. Buy first, then apply.

Where do I get the SAPS 271 form?
From the Designated Firearms Officer (DFO) at your local police station. Some firearm dealers and training providers also keep copies. Ask for the latest version to make sure you have the current form.
How recent must my certified ID copy be?
Not older than 3 months from your submission date. Get it certified close to when you plan to submit. Any police station's Commissioner of Oaths can certify it for free.
Who can write a character reference?
Any person who has known you for at least 2 years and is not a family member. Colleagues, neighbours, religious leaders, community members, and professional contacts are all suitable. They should include their full name, ID number, contact details, and a statement about your character and suitability to own a firearm.
What if I bought my safe second-hand?
A receipt or proof of transfer from the previous owner is acceptable. The key thing is proving you own the safe. If there's no receipt, an affidavit from the seller and photos of the safe with its SABS markings visible can help.
